In the assessment builder, when setting a new question, I'm able to provide Bulk Answers which is helpful. However once, the question is saved, this option is not available, and the update needs to be done manually.

1. Make Bulk Answers available all time
2. While, for weighted assessment, I can provide Answers via Bulk Answers, I still have to provide weights manually. Combine Answer and weights updates in one Bulk Answers step
