Easier to build or maintain assessment template as requirements change:

Avoid rework: Question hierarchies often evolve after reviews. If you can’t promote/demote questions, you may have to delete and recreate them, which is time-consuming.

Preserve history and links: Rebuilding questions can disrupt existing logic, dependencies, scoring, IDs/references, or reporting tied to the original question.

Reduce errors: Manual rebuilds increase the chance of mistakes (missing options, broken branching, inconsistent wording).

Support iteration: Draft assessments typically go through multiple rounds of feedback. Being able to restructure questions quickly enables faster iteration and cleaner final structure.

Improve reuse: You may want to reuse a question across sections—changing its level lets you adapt it to different contexts without duplication.
